He has always been an effective and eloquent speaker. If Mayor Turner had issued a mandatory evacuation notice on Friday two things would have happened.1) It would have been laughed at. 2) It would have been ignored.

Houston has too many hurricane veterans like me that would have shrugged off any such notice. County Judge Ed Emmott(the guy in charge of Emergency Management) also said an evacuation notice would not be effective.

Mayor Turner is doing the right things.
