People probably have mostly forgotten that Katrina had gone by the time that the nightmare catastrophe started. The levees broke that protect the reverse fish bowl that is New Orleans. Houston has two big giant reservoirs west of town that act as buffers for floodwaters flowing west to east.

They are wise structures but old structures. Made mostly of dirt. We are sure to get more rain and those reservoirs are full and will be full for a long time. We're organized now but Lord don't let the levee break.
