Police have to make an announcement that "this is an illegal gathering, disperse at once" and give a reasonable time to leave, before getting violent. Else they are open to all sorts of lawsuits.
And they can't make a habit of dispersing groups that way that are peacefully protesting, either, else they are in trouble for first amendment violations.
However, if the group is on private property, they can disperse them any time and go for the throat if they don't leave fast.
